01The country in 30 seconds

Sri Lanka is a tropical island with beaches, surfing, and tea country in the hills. In recent years, the country has been actively courting Russian tourists — direct flights, tourism forums in Moscow, and a free visa on arrival.

Visa and entry rules change fast — always check official sources before you travel, not just this guide.

02Who it's for

Sri Lanka fits you if you want ocean, surf, and cheap island living, not perfectly smooth paperwork.

• Remote workers and freelancers with foreign income ($2,000/month+ for the DNV)
• People who like surfing, yoga, and beachside coworking (Weligama)
• Anyone who wants warm weather and nature without Thailand or Vietnam-level housing prices
• People okay with visa-running for the first few months
• Anyone ready to work around card and banking issues for a while

Maybe not for you if:

• You need a visa route with years of track record for your own nationality
• You want to legally work for a local Sri Lankan employer
• You don't want to wait while a new visa program builds a real history

03Entry & visa

Russians have had visa-free entry to Sri Lanka for a while now — it works through an ETA (Electronic Travel Authorization), not an embassy visa. You apply online at the official eta.gov.lk portal, and it usually takes about 24 hours to get approved.

Russia was already in an earlier group of 7 countries with a free ETA (China, India, Indonesia, Japan, Malaysia, Russia, Thailand). From 25 May 2026, this expanded to a bigger free-ETA scheme covering 40 countries, including China, India, the UK, the US, and EU states.

The ETA gives you 30 days on the island, with double entry allowed. There is no embassy appointment system at all for this — it's fully online, so the Schengen-style appointment headache does not apply here.

If you need more than 30 days, you can extend in-country through the Department of Immigration, up to a total of 270 days a year (30+60+90+90), paying an extension fee each step. But each extension is single-entry — leaving the country cancels it, and you'd need a fresh ETA to come back.

Sri Lanka is also actively courting Russian tourists right now — direct flights and tourism delegations at forums in Moscow. So entry is not just legally open, it's actually encouraged.

04Residency & legalization

There is no special visa just for Russians. But since 26 February 2026, Sri Lanka has a real long-term option for the first time: the Digital Nomad Visa (DNV). This changes things for anyone working for clients outside the country.

The DNV is issued by the Department of Immigration & Emigration (Residence Visa Division). You need income of at least $2,000/month from abroad (any foreign source, no specific country required), a police clearance certificate, and a medical report. The application fee is $500.

The visa lasts 1 year and renews annually. To renew, you need to show continued income again, and most sources also say you need to register for tax in Sri Lanka.

There is no nationality restriction found for the DNV — the first recipients were Ukrainian citizens. But the program is only about 7 months old (as of September 2026), and there is no visible track record yet of Russian applicants specifically.

The program itself does not require a Western bank account — income can be documented from any foreign source. But in practice, Russians may struggle to prove foreign bank inflows because of SWIFT restrictions on some Russian banks. This is a real practical risk, but I could not find direct reporting on how it plays out for Russian applicants.

Without the DNV, the usual fallback is just extending your free ETA status (see the Entry & visa section for details), then leaving and coming back on a fresh one.

05Work & taxes

The DNV lets you live in Sri Lanka and work for clients or an employer abroad. It does not give you the right to work for a local Sri Lankan company or clients — that needs a separate work status.

You become a tax resident once you spend 183+ days in the country in a calendar year. Below that, you're a non-resident and only pay tax on Sri Lanka-sourced income. Past 183 days, residents owe tax on worldwide income, including remote work income earned abroad.

Resident tax rates for 2025/2026 are progressive across six bands: 0% on the first LKR 1,800,000, then 6%, 18%, 24%, 30%, and a top rate of 36% on income above LKR 4,300,000 a year.

If your income was already taxed abroad at a rate below 15%, transferring that money into Sri Lanka can trigger a requirement to pay the difference up to 15%.

There is no simple separate tax scheme for freelancers or the self-employed. It's worth talking to a local tax advisor directly, since the rules change often.

Most DNV holders who stay under 183 days a year remain non-residents and only pay tax on local-source income — which in practice is close to nothing if all your income comes from abroad.

06Banks, cards & money

Mir cards do not work in Sri Lanka — not at ATMs, not for payments anywhere. The central bank is discussing whether to accept Mir, but as of September 2026 this is still just talk, not a working system.

Opening a normal local bank account in Sri Lankan rupees on a tourist ETA is basically not possible. A full account that lets you deposit, spend, and withdraw rupees freely needs a resident visa — the DNV or a work visa.

There are also reports that People's Bank has started issuing local cards to Russian citizens specifically. But this looks like one bank's own initiative rather than a general rule, and details are thin — treat it as something to check yourself, not a guaranteed fix.

Even with a DNV, there is an open question: how do you actually get your income into a Sri Lankan bank account if some Russian banks are cut off from SWIFT? I could not find direct reporting on how people solve this in practice — leave extra time to sort this out with your bank.

You'll need a local phone number for SMS verification and an in-person visit to open any account.

07Renting a place

Look for rentals on LankaPropertyWeb, House.lk, or Facebook expat groups. In Weligama, a lot of listings go through coworking and coliving communities instead (Coworksurf, Nomadico, and similar) rather than the big property sites.

Deposit amounts vary a lot by landlord and property type — some ask for 1-2 months plus 1 month upfront, others still follow the older custom of asking for up to 6 months' rent as a deposit. There is no single national standard, so always confirm this before agreeing and try to negotiate.

Leases longer than 12 months legally need to be registered with local authorities — this protects both sides. Short-term rentals (especially the tourist-style setups common in Weligama) usually run on a plain contract without registration.

Before paying anything, match the property's ownership document (Certificate of Conformity or title deed) against the ID of the person actually renting it to you. For bigger sums or longer leases, it's worth paying a local lawyer to check the paperwork — cheap compared to the risk.

In Weligama, rents swing a lot with the season — November to April (surf season) is pricier, and the same place can be noticeably cheaper in summer.

08SIM card & internet

The three main carriers are Dialog, Mobitel, and Hutch. 4G coverage is good island-wide, including in Kandy and Weligama.

A local tourist SIM with a decent data package (for example, Dialog's 20GB/30-day plan) costs around LKR 1,400-2,450 (~$4-7.5). Third-party eSIMs (Airalo, Holafly, Nomad) run from about $4 for a small package up to $15 for a bigger monthly plan.

Home internet: fiber broadband from Dialog or SLT costs around LKR 9,700/month (~$30) for a 100 Mbps unlimited plan, plus a one-time connection fee of about LKR 12,500 (~$40). Fiber availability depends on the area — good in Colombo, patchier in Weligama and Kandy.

If fiber isn't available where you are, there's a wireless option — Dialog Air Fibre from about LKR 2,800/month (~$9), set up in a couple of days with no cable work. Good for a quick start in a new place.

09Healthcare & insurance

Public healthcare is technically free and open to foreigners, but it's not really practical for a remote worker — mostly local language only, long waits, and basic comfort. Almost all expats use private clinics and hospitals instead.

The best private hospitals are in Colombo: Asiri, Nawaloka, and Durdans. They match Western standards, staff speak English, and equipment is modern. Kandy has fewer private hospital options, and Weligama has no major private hospital at all — serious cases go to Colombo or Galle.

Complex procedures still cost real money even by local standards — major heart surgery at a top Colombo private hospital can run over €10,000. That makes international health insurance a necessity, not a nice-to-have.

For someone in their 20s or 30s, insurance usually costs $40-120/month, depending on coverage and age. Check that your plan has direct billing with the major Colombo private hospitals — otherwise you pay upfront and claim it back later.

Separately: the DNV application itself requires a medical report as part of your paperwork. That's a one-time requirement, not an ongoing minimum insurance rule like Thailand has.

10Transport

The main app for getting around is PickMe — it works like Uber for tuk-tuks, cars, and motorcycles, with the fare set by meter before the ride. It covers Colombo, Kandy, and the southern tourist areas including Weligama well.

There is no Yandex Go or Didi in Sri Lanka.

Trains are a highlight: the Kandy-Ella route runs through mountain tea plantations, and the coastal Colombo-Galle/Matara line passes right by Weligama with ocean views. Buses are cheap but crowded, with no reliable schedule.

11Safety & important laws

Sri Lanka is generally safe for tourists — violent crime against foreigners is rare. The real risks are petty scams and chaotic traffic, not crime.

Common scams: tuk-tuk drivers who skip the meter and quote an inflated price (agree a price first, or use PickMe), someone claiming your bus or train is "cancelled" so you take their ride instead, and pushy invitations to "just look" at a gem or jewelry shop that turns into pressure to buy.

Another important point: same-sex activity is criminalized in Sri Lanka (up to 10 years in prison), and the law is enforced in practice, not just on paper. LGBT travelers should be careful about public behavior.

Emergency numbers: police — 119, tourist police — 1912, free ambulance (Suwa Seriya) — 1990.

13Step-by-step moving plan

1. Apply for the free ETA online at eta.gov.lk before you fly — approval takes about 24 hours and gives you 30 days.
2. Decide early: are you just staying and extending the ETA, or applying for the DNV ($2,000/month income, police clearance, medical report)?
3. Bring a non-Russian Visa or Mastercard if you have one, plus cash in US dollars — don't rely on Mir at all.
4. Book short-term housing for your first 1-2 weeks and scout the area: Colombo for work and city life, Weligama for surf and coworking, Kandy for cooler weather and calm.
5. Buy a local SIM or eSIM (Dialog, Mobitel, or Hutch) on day one, at the airport or any phone shop.
6. Find longer-term housing through LankaPropertyWeb, House.lk, or expat Facebook groups. Check the property documents and contract before paying anything.
7. Get international health insurance with direct billing at Colombo private hospitals, if you haven't already.
8. If staying past 30 days without a DNV, extend your status at the Department of Immigration, and track your 270-day yearly limit.
9. If applying for the DNV, gather your documents, submit the application, pay the $500 fee, and wait for the residence visa decision.
10. Once you have the DNV, open a local bank account — ask the bank in advance how they handle proof of income coming from Russia.
